Regular Coast Guard officers appointed under 2104 who are serving as lieutenant (junior grade) or lieutenant and who are passed over for promotion a second time must be honorably discharged on June 30 of that promotion year. They may ask for an earlier discharge without losing the benefits they would have had on June 30, or, if they are eligible for retirement on that date, be retired under the law. They may elect to revert to their permanent grade.
