Regular Coast Guard captains not on the official list of officers chosen for promotion to rear admiral (lower half) must be retired on June 30 of the promotion year when they, or any junior captain who still keeps their place on the active promotion list, reach 30 years of active commissioned service, unless they are retired earlier under another law. If a captain was moved up on the list because they were picked early or placed at the top, that move cannot make them retire sooner than they otherwise would. When retired this way, their retired pay must be at least 50% of the basic pay used to figure their retirement pay.
