The Commandant must create an Advisory Board on Women in the Coast Guard, decide its size, and select members by public application. Members should reflect Coast Guard diversity and must include equal numbers from four groups: active-duty officers, active-duty enlisted members, Reserve members, and retired members. The board must advise the Commandant on improving recruitment, retention, wellbeing, and success of women, including at the Academy, provide recommendations for the gender-diversity report required by section 5109, and may brief Congress.
