The Secretary must create a database that records all Coast Guard training that could help people get civilian jobs. The Secretary must share unclassified parts of that database with States and other employers so military training can be used to meet civilian licensing or certification rules. The Secretary must issue any job-skill certification or verification so States and employers can check it is true and accurate. A State can ask the Secretary to confirm that a given certification or verification is real.
