The Secretary may provide regular transportation by vehicle or boat to take people attached to or employed by the Coast Guard to and from work. In a war or a national emergency declared by Congress or the President, this can also include workers at private plants making materials for the Coast Guard. Transportation can only be provided if the Secretary or a designated officer finds that other transport is inadequate and cannot be fixed, that private operators were reasonably asked to help, and that the planned service will use resources properly and be efficient. To do this, the Secretary may buy, lease, or charter motor vehicles or water carriers that seat 12 or more; have them run by Coast Guard enlisted members, employees, or private contractors; and lease or charter the equipment to other carriers under terms the Secretary sets, including pooling and sharing equipment. Fare payments and money from leasing must be turned into the U.S. Treasury as miscellaneous receipts.
