The Commandant must create a training program for Coast Guard child development center employees, and finishing that training is required for employment. New employees must complete the training within 6 months of being hired. The program must teach early childhood development; age‑appropriate activities and discipline; how to prevent and detect child abuse and neglect; and CPR and other emergency medical procedures. The Commandant may use Department of Defense training programs, whether the Coast Guard pays for them or not. Each center must have at least one specialist in training and curriculum development with proper credentials and experience. That specialist must teach special activities, oversee and train other child care staff every day, help prepare lesson plans, assist with preventing and spotting abuse or neglect, and advise the center director about staff performance. The specialist must be a competitive service employee.
