The Secretary of the department that runs the Coast Guard may set up and run a Coast Guard Junior Reserve Officers’ Training Corps at public and private high schools. The rules in chapter 102 of title 10 apply to these Coast Guard JROTC units the same way they apply to other services, with references to the “military department” or its “Secretary” meaning the department where the Coast Guard is operating and its Secretary. By December 31, 2025, the Secretary must keep at least one Coast Guard JROTC program in each Coast Guard district. Units that existed before this law took effect are not automatically covered by chapter 102 unless the Secretary decides to apply those rules to them.
