Reserve officers keep their place in seniority with others of the same rank. They are ranked by the date they got the rank, both among other Reserve officers and with certain active-duty groups like officers on the active-duty promotion list, those the Secretary names, and permanent commissioned teaching staff. If dates are the same, the Secretary decides who goes first. Moving onto or off the active-duty promotion list does not change a Reserve officer’s place or their rank date. While on the active-duty promotion list, a Reserve officer is promoted the same way as any other officer on that list, no matter how much active-duty time they have. A promotion to rear admiral (either grade) under a running-mate system also does not change their precedence. The Secretary may change a rank date only to keep the order of seniority the same.
