The Secretary must give every Reserve officer who is on active status but not on the active-duty promotion list a running mate. At first, that running mate is the next more senior officer of the same grade who is on the active-duty promotion list. Anyone who has failed promotion selection twice or who was considered but not recommended for continuation under section 2150 cannot be a running mate. If a running mate changes because of promotion, removal from the list, a loss of numbers, failing selection, failing to qualify, or declining promotion, the Secretary must pick the next appropriate senior officer on the active-duty promotion list as the new running mate. If other special cases come up, the Secretary may make other assignments to keep precedence fair. The Secretary may also adjust the date of rank for a Reserve officer not on active duty so it matches the running mate’s date; any pay overpayment caused by this change cannot be taken back.
