If a Reserve officer is not a captain and is in or above the junior spot of the promotion zone for their grade, the officer is treated as not selected if the promotion board that reviewed them does not pick them, or if the President later removes their name from the board’s report after the board had picked them. If an officer was left out of a board’s consideration because of an administrative error, that is not counted as a failure. If the next proper promotion board picks and promotes the officer, the officer gets the same promotion date and seniority they would have had if the original board had considered and recommended them.
