Congress must approve the number of active-duty Coast Guard members who will be in service at the end of each fiscal year. Money for active-duty personnel can only be provided if that end-of-year number is approved by law. If a war or national emergency is in effect at the end of a fiscal year, the President may delay any legal limit on that year’s end strength for up to 6 months after the war or emergency ends. Congress also must approve the Coast Guard’s average student loads for certain training each year. That covers recruit and specialized training, flight training, professional schooling, and officer acquisition. Funding for those training programs can only be provided if the approved student loads are set by law.
