Designated special agents of the Coast Guard Investigative Service may carry guns, serve warrants and other federal legal papers, and arrest people without a warrant when a crime happens in their presence or when they have good reason to believe a felony has been or is being committed. They may use these powers only to enforce laws the Coast Guard can enforce or in urgent emergencies. The Commandant picks which agents get this authority, limited to agents who investigate Coast Guard programs and operations. Those agents must follow rules written by the Commandant and approved by the Attorney General, and any other applicable rules from the Secretary or Attorney General.
