Coast Guard ships must have a written plan before any scheduled trip that makes sure someone on board who says they were sexually assaulted can get a sexual assault forensic exam as soon as they ask, and that the request is handled as urgently as an emergency medical problem. The plan must cover things like the victim’s health, safety, and privacy; how close medical help is and working with the Department of Defense and other military branches if needed; whether air evacuation is possible; what the ship can do; the training of medical staff on board; working with law enforcement and protecting evidence; how to get an exam and care if the victim makes a restricted report; access to over‑the‑counter pregnancy prevention; and other military needs. The Commandant must report to the House Transportation and Infrastructure Committee and the Senate Commerce, Science, and Transportation Committee how many exams were requested but not given within 3 days to alleged victims while on a Coast Guard ship.
