The Commandant may make agreements or contracts with federal agencies, other U.S. public or private groups (including academic entities), and with foreign governments if the Secretary of State agrees. The Commandant may charge fees to parties in those agreements to help pay the costs of carrying out section 504(a)(4). Fees must be deposited in the Treasury general fund as offsetting receipts. They can be spent only to carry out section 504(a)(4), and only if Congress provides the money in an appropriation law.
