The Secretary can buy, lease (for up to 5 years), or otherwise get property to use as Coast Guard family housing, including condo units and related fees, as long as enough appropriated money is available to cover the obligations. The Secretary can also sell, lease out, or otherwise dispose of such housing for fair payment. A multiyear contract means a lease for 1 to 5 fiscal years. The Secretary may use these contracts if the Coast Guard finds they will improve efficiency, lower total costs, and there are realistic cost and savings estimates. These contracts must include cancellation and termination terms to protect U.S. interests, may cover recurring and one-time costs, and may allow a cancellation payment. Funds already obligated for the contract can be used for cancellation or termination costs.
