The Secretary may rent land or property for special Coast Guard facilities for up to 20 years, if money is available. Leases can cover sites like aids to navigation, vessel traffic sensors, or high antenna sites for the distress system. Leases must include fair cancellation and end clauses. Cancellation payments may pay both regular and one-time costs, and money already set aside for the contract can be used for those payments. Special purpose facilities are places used for Coast Guard aviation, maritime, or navigation missions, not ordinary offices or storage. ATON means aids to navigation sites. VTS means vessel traffic service sensor sites. NDS means National Distress System high-level antenna sites. The Secretary can sign multiyear leases for ATON, VTS, or NDS sites only when three things are true: it will make the program more efficient and lower total costs, the need for the site is expected to stay about the same during the lease, and the cost and savings estimates are realistic.
