The Secretary must set up and keep minimum safety rules for all Coast Guard search and rescue centers. The rules must cover things like lighting, noise, and temperature; how many people work each shift (which can change with the season); how long someone can be on watch and how shifts are scheduled to reduce fatigue using the best science; individual workload and stress help; equipment and facility design to cut tiredness and improve work; getting and keeping temporary communications gear; and any other steps needed for safe operation. Congress says the Secretary should make sure no one on duty or watch works more than 12 hours in a 24-hour period, except in an emergency or unexpected situation. A search and rescue center facility means a Coast Guard shore site that runs search and rescue coordination and communications watches.
