Summary

The Secretary can use a "one-step turnkey" method to pick contractors for construction projects. Definitions: One-step turnkey selection means choosing a contractor by price and other factors to both design and build a project under a firm fixed-price contract, using performance specifications the Secretary gives. Construction means building, buying, developing, converting, or expanding a facility. Facility means a building, structure, or other improvement to land.

(a)The Secretary may use one-step turnkey selection procedures for the purpose of entering into contracts for construction projects.
(b)In this section, the following definitions apply:
(1)The term “one-step turnkey selection procedures” means procedures used for the selection of a contractor on the basis of price and other evaluation criteria to perform, in accordance with the provisions of a firm fixed-price contract, both the design and construction of a facility using performance specifications supplied by the Secretary.
(2)The term “construction” includes the construction, procurement, development, conversion, or extension of any facility.
(3)The term “facility” means a building, structure, or other improvement to real property.
