The Secretary can handle and settle claims for damage that are tried in admiralty or that come from a vessel or floating object damaging U.S. property that the Coast Guard controls or has agreed to protect. The Secretary may accept payment for those claims, and once payment is accepted the settlement is final and binding. All payments must be deposited in the U.S. Treasury as miscellaneous receipts. The Secretary can give a full release in exchange for payment. This power adds to, but does not replace, other laws allowing settlements. No settlement that requires a net payment over $425,000 is allowed under this rule.
