Title 14 › SUBTITLE I — ESTABLISHMENT, POWERS, DUTIES, AND ADMINISTRATION › CHAPTER 9 — ADMINISTRATION › SUBCHAPTER II — MISCELLANEOUS › § 953
Allows the Commandant to make contracts and cooperative agreements with one or more qualified nonprofit groups to support the Coast Guard Academy’s sports programs. These deals can buy property or services and can rent or lease Academy land to the group, with the money used only for athletics. Any agreement must include clear financial controls and let the Commandant check the group’s books. The Commandant can also transfer ownership of the Academy’s nonappropriated fund assets and liabilities to the group, but not any real estate. The Commandant may accept money, supplies, and services from the group and from the NCAA. Staff of the group are not federal employees. The Commandant can provide basic support services on site (like utilities, office equipment, communications, records, audio/video, and security) without creating U.S. liability. The group may be allowed to use Academy trademarks for licensing or sponsorships but only with the Commandant’s OK and only if it does not hurt the Coast Guard’s integrity or fairness. Funds received can be kept and used for Academy athletics until they are spent. The qualified organization must be a 501(c)(3), meet certain military authorization rules, be set up by the Coast Guard Academy Alumni Association, follow Connecticut law and its own rules, and work only to support Academy athletics.
