The President must set recommended levels of government spending and income that match the short-term economic goals in section 1022(a)(2)(A). The Budget must also show five-year projections of spending and income that fit the medium-term goals in section 1022a(b). The main parts of the Budget must appear briefly in each Economic Report so people can see how the Budget links to the Report’s goals and policies. Both the spending and income plans must support the Full Employment and Balanced Growth Act of 1978 (15 U.S.C. 3101 et seq.), and their size and balance must consider the economy’s needs and the priority areas in section 1022c.
