Title 15 › Chapter 23— DISSEMINATION OF TECHNICAL, SCIENTIFIC AND ENGINEERING INFORMATION › § 1152
The Secretary of Commerce must set up and run a center in the Department to collect and share scientific, technical, and engineering information. The center will gather and organize material from U.S. and foreign sources and make it available to businesses, state and local governments, other federal agencies, and the public through abstracts, translations, indexes, copies, and trade or technical publications. As allowed by law and with proper authority, the Secretary may lift security restrictions and release technical data when national security permits so industry can use it.
