Title 15 › Chapter 24— TRANSPORTATION OF GAMBLING DEVICES › § 1172
It is illegal to knowingly bring a gambling device into any U.S. state or territory from outside that place. But the rule has exceptions: a state (or a part of a state) can pass a law to opt out; the device can be taken to a licensed gambling place where betting is legal under state law; or the device can be allowed if a state law specifically lists it as lawful. The Federal Trade Commission keeps its full powers under the Federal Trade Commission Act. A device may also be carried on a ship during a voyage if using it on part of that voyage is not barred by subsection (b) of section 1175 and the device stays on board while in that state.
