Title 15 › Chapter 30— HAZARDOUS SUBSTANCES › § 1275
Requires the Commission to create a Toxicological Advisory Board within 180 days after November 10, 1978, to give scientific advice about warning labels for dangerous substances. The Board must focus on three label parts: what safety steps to take, what hazards the product has, and first-aid instructions. It also advises on when a substance can be left out of the labeling rules. The Board must review any existing label rules and send recommended changes to the Commission within one year of being set up, and it must regularly check and update its advice as science changes. The Board has nine members picked by the Commission. Members must have the right training and experience, and at least three must belong to the American Board of Medical Toxicology. The Board elects its chair. Members serve three-year terms and can be reappointed. Vacancies are filled the same way as the original appointment. The Board must meet at least twice a year. Nonfederal members may be paid up to the daily equivalent of GS‑18 basic pay under section 5332 of title 5 and get travel expenses like intermittent government workers under section 5703(b) of title 5. Receiving these payments does not make them federal employees. The Board ends six years after it is established.
