Title 15 › Chapter 30— HAZARDOUS SUBSTANCES › § 1276
The Consumer Product Safety Commission must send a copy of any hazardous-substance rule it issues under the named parts of the law to the Secretary of the Senate and the Clerk of the House. The rule will not take effect if Congress passes a concurrent resolution of disapproval within set time limits: either both Houses act within 90 calendar days of continuous session after the rule is issued, or one House acts within 60 calendar days, sends the resolution to the other House, and that other House does not disapprove it within the next 30 calendar days of continuous session. If Congress does nothing or rejects a disapproval resolution, that does not count as approval of the rule and does not make the rule more likely to be valid. Continuity of session: ends only when Congress adjourns sine die (no set return date). Excluded days for counting: days when either House is out of session because of an adjournment longer than three days to a day certain are not counted.
