Title 15 › Chapter 37— STATE TECHNICAL SERVICES › § 1360
Makes specific money available for certain technical service programs for fiscal years 1966 through 1971: $10,000,000 for the year ending June 30, 1966; $20,000,000 for 1967; $30,000,000 for 1968; $6,600,000 for 1969; $10,000,000 for 1970; and $10,000,000 for 1971. The Secretary can pay annual grants from those totals to designated agencies, participating institutions, or people for approved technical services programs. State maximums will be set by rules the Secretary issues and publishes, and those rules will consider population (from the last decennial census), business and economic activity, and technical resources. The Secretary may set aside up to 20 percent each year for special-merit or extra programs and up to 5 percent for administrative costs. Payments normally cannot be more than the non-Federal money spent on the program, except the Secretary may pay up to $25,000 a year for each of the first three fiscal years to each designated agency (other than one under section 1357) to help make the five-year plan and first annual programs. No funds may pay for a program in a State that simply duplicates services already easily available there from Federal or State agencies, including public colleges.
