Title 15 › Chapter 40— DEPARTMENT OF COMMERCE › § 1530
The Administration must not award any contract for a "commercial activity" (as defined by paragraph 6.a. of OMB Circular A–76) that is done by Administration employees until at least 30 calendar days after the Administrator has given a written report to the President of the Senate, the Speaker of the House, the Senate Committee on Commerce, Science, and Transportation, and the House Committees on Merchant Marine and Fisheries and on Science, Space, and Technology. That written report must include a full description and supporting documents that show a cost comparison between employee performance and the contract, a comparison of the services each would perform, and an assessment of the benefits to the Federal Government of going forward with the contract.
