Defines three key words used in the next rules. "State attorney general" means the state's top lawyer or anyone the state allows to bring a case under section 15c, including the District of Columbia's Corporation Counsel, but not lawyers paid only if they win by a percentage or other contingency fee unless a court sets a reasonable fee under section 15c(d)(1). "State" covers the States, the District of Columbia, the Commonwealth of Puerto Rico, and other U.S. territories or possessions. "Natural persons" does not include proprietorships or partnerships.
