It stops credit card interest rates, fees, or finance charges on open‑end credit card accounts from being raised during the 1-year period after the account is opened, except for four specific types of increases listed elsewhere in the law. A promotional interest rate cannot be increased for the 6-month period after that rate starts, although the Bureau may create reasonable exceptions by rule.
