Title 15 › Chapter 41— CONSUMER CREDIT PROTECTION › Subchapter VI— ELECTRONIC FUND TRANSFERS › § 1693i
No one may give a consumer a card, code, or other way to access their account for electronic transfers unless the consumer asked for it or it is a renewal or replacement of an accepted access method. A person may send an access item without a request only if it is not activated, it includes a full disclosure of the consumer’s rights under section 1693c, it clearly says (under Bureau rules) that it is not activated and explains how to dispose of it, and it can be activated only when the consumer asks and the person verifies the consumer’s identity. "Validated" means it can be used to make a transfer.
