The officer in charge of the Bureau of Foreign and Domestic Commerce must collect and organize data on trade with other countries and trade between the states. They must also gather facts about rail and water transportation at home and abroad, including railroad construction and operating costs, the costs and charges to move freight and passengers on railroads and on U.S. canals, rivers, and other waterways, and the tonnage carried.
