Title 15 › Chapter 44— PROTECTION OF HORSES › § 1822
The Secretary must create rules under this chapter to prevent and remove harms to interstate and foreign commerce caused by soring horses. Congress finds that soring is cruel, that sore horses that perform better have an unfair advantage, and that moving, showing, or selling sore horses hurts commerce.
