Title 15 › Chapter 44— PROTECTION OF HORSES › § 1829
Keeps state laws in effect unless a federal rule and a state law directly clash so much that both cannot be followed at the same time. Also lets the federal government enforce the federal rules inside any state, even when the state has its own law on the same topic. States may not take actions that would stop the United States from enforcing these federal rules against a person.
