The Secretary of Commerce must send exact replacement standard weights and measures, with the NIST seal and a certificate, to any State, Territory, or institution that had them before. The governor (for a State or Territory) or the head of the institution must ask in writing and say the originals were lost or destroyed. The requester must first pay the cost to cover NIST’s expenses. That payment goes into the U.S. Treasury as miscellaneous receipts when the items are turned over for shipping to the people named by the ordering officers.
