Title 15 › Chapter 47— CONSUMER PRODUCT SAFETY › § 2053a
The Commission can temporarily hire officers or employees from foreign government agencies under section 2053 of this title or sections 3101 or 3109 of title 5. It can also temporarily assign its own staff to work for foreign agencies to give or get training. These arrangements can involve money, in-kind payment, or no payment, and they can be reciprocal or not. Any money received to cover the Commission’s expenses must be returned to the same appropriations account. A person hired under the temporary foreign hire rule is treated as a Federal employee only for certain purposes: injury compensation (chapter 81 of title 5); tort claims liability (chapter 171 of title 28); matters under chapter 131 of title 5 and chapter 11 of title 18; and other laws or rules about Federal employee conduct.
