Creates an independent United States Metric Board made up of 17 people. One is the Chairman, chosen by the President and approved by the Senate. The other 16 are also chosen by the President and approved by the Senate. Those 16 must represent different groups: engineers; scientists and technicians; manufacturers; commerce and retailers; two labor representatives; state and local government; two small-business representatives; construction; weights and measures/standards; educators; and four at-large members for consumers and other suitable interests. The Board has no powers to force anyone to do anything unless Congress gives it such authority. The Board stops existing when Congress decides its job is finished.
