The Center must have an Executive Director appointed by the President with the Senate’s approval. The person must be chosen regardless of political party and only for ability to do the job. An acting or temporary Director cannot serve for more than three months. The Executive Director picks a Deputy who fills in when the Director is away or disabled. The Director runs the Center, manages staff, and handles budgets and spending. Pay cannot be higher than Executive level IV under section 5315 of title 5 as set by the President, and the Director cannot hold any other job while serving.
