Each federal department, agency, and independent office must work with the Center to review the laws, policies, and rules it creates and enforces. It must find any that hurt productivity in the public or private sectors or make the national economy less efficient, and then recommend better laws, policies, or rules to the President and Congress or put them into effect when appropriate to meet the chapter’s goals.
