Gives the Executive Director the power to run the Center by making needed rules, handling money and property, hiring people, and using outside help. The Director can create regulations to carry out the chapter. They can accept money or property given, bequeathed, devised, or paid for services so long as it is for the Center’s purposes, but if a gift requires the Center to use its own funds then two‑thirds of the Board must approve. The Director can hire and set pay for staff under title 5 rules (including chapter 51 and subchapter III of chapter 53), hire experts and consultants under section 3109 of title 5 at rates up to the GS–18 daily maximum in section 5332 of title 5, accept volunteers and repay travel and per diem under section 5703 of title 5, use other federal agencies’ resources, create task forces (nonfederal members may be paid up to the GS–18 rate and get travel expenses), and make advances or other payments without regard to section 3324(a) and (b) of title 31.
