Defines key terms used in the chapter. An "advanced electric or hybrid vehicle" is a vehicle that uses much less total energy over its life and is a clear improvement over older electric or hybrid models; it must be able to be mass-produced at competitive cost, be safe, durable, easy to repair, perform well in things like acceleration and cold starts, and meet applicable federal rules. A "commercial electric or hybrid vehicle" covers electric or hybrid machines used for farm work or other business in rural or urban areas. An "electric vehicle" is powered by an electric motor using rechargeable batteries, fuel cells, or other portable electric sources and may include a non‑electric charger. A "hybrid vehicle" uses both an electric motor and an internal combustion engine or other power source. "Project" means the chapter’s Electric and Hybrid Vehicle Research, Development, and Demonstration Project. "Small business concern" is defined by the Secretary of Energy after consulting the Small Business Administration.
