The Administrator must send a full report to the President and to Congress by January 1, 1978, and by January 1 every year after that. The report covers the previous fiscal year. The report must say what tests were required (and estimate the costs to those who did them); give counts of notices received and how many involved chemicals covered by test rules, plus any actions taken under the notice rules; list rules issued; list court and related administrative actions with short descriptions; summarize major problems in running the program; and offer any needed law changes.
