Requires the federal government to make clear rules so schools must check for asbestos and fix problems in a safe and complete way. It also requires safe follow-up checks after fixes when needed and orders the EPA to study how much risk asbestos poses in public and commercial buildings and how to respond. Congress found that current EPA guidance does not give clear standards for finding asbestos or for doing safe repairs. Because of that, some schools never fixed problems and others paid for work that might not have been needed or safe. There is no national system to accredit people who handle asbestos, and no federal rules on everyday asbestos exposure in other buildings.
