Title 15 › Chapter 53— TOXIC SUBSTANCES CONTROL › Subchapter II— ASBESTOS HAZARD EMERGENCY RESPONSE › § 2650
The Administrator must study how easy it is for local educational agencies (school districts) and asbestos contractors to get liability insurance or other financial protection for work required under this law. The study must look at six things: how available such insurance is, whether costs have risen or coverage shrunk, whether limits come from causes other than liability law, how EPA rules and contractor accreditation affect availability or cost, whether insurance limits are blocking inspections or management plans, and any other obstacles to finishing inspections or plans. The Administrator must send an interim report with early findings by April 1, 1988, and a final report with complete findings by October 1, 1990. After seeing those reports, a State may change its liability rules for school districts or asbestos contractors.
