Title 15 › Chapter 54— AUTOMOTIVE PROPULSION RESEARCH AND DEVELOPMENT › § 2701
Requires the Department of Energy to fund contracts and grants to develop advanced car propulsion systems within 5 years of February 25, 1978, or in the shortest time consistent with proper research methods, and to study and share information about the technology. Congress found that today’s car engines do not meet long‑term energy and environmental goals, that better systems could cut pollution and fuel use and be mass produced if researched, and that too little money and effort are going into this work. The program must encourage competition and add to, not replace or copy, what private industry is doing.
