Title 15 › Chapter 54— AUTOMOTIVE PROPULSION RESEARCH AND DEVELOPMENT › § 2709
The Secretary of Energy must send Congress a yearly report, as part of the broader annual energy plan under title 42, section 5914(a). The report must give a current plan for carrying out the chapter; evaluate the state of U.S. automobile propulsion system research and development; list the number and dollar amounts of contracts and grants made; analyze progress on advanced propulsion technology; and offer ideas to improve R&D, including any recommended laws. The Secretary must also survey developers, lenders, and others and study whether federal guarantees of financial obligations could help research, development, demonstration, or commercialization of advanced automobile propulsion system technology. The results must be reported to Congress within 1 year after February 25, 1978, and must say which stages could use guarantees and include any needed legislative recommendations.
