The Secretary of Commerce may run and support the Institute by doing a range of practical tasks. He can buy, fix, and clean guards’ uniforms; care for and repair buildings, equipment, and property; rent field sites, labs, offices, and storage; buy copies of articles from technical journals and pay page charges to publish research; and give free food and housing to federal employees at Arctic and Antarctic stations. For radio studies in those regions, he may hire people at base pay rates he sets (not above any maximum in the appropriation) and do so without following the civil service laws or sections 5542 to 5546 of title 5. He may also build special facilities on leased land when needed and provide transport for Institute employees to nearby public transit, even if section 1344 of title 31 would otherwise limit that.
