Title 15 › CHAPTER 7 — NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY › § 278g–1
The Director can use Institute money to run and pay for programs that build public and industry knowledge about measurement science, standards, and technology. The Director must include education and outreach for the general public and for many kinds of colleges, including historically Black colleges and universities, Tribal Colleges and Universities, minority-serving institutions, and community colleges. Working with the Office of Personnel Management, the Director can change hiring rules for lab jobs to keep key knowledge, keep high technical skill, improve diversity, balance core and noncore work, and help the Institute hire the best people. The Director may also set up a volunteer program. Volunteers must be unpaid and cannot replace current staff or be used instead of future full‑time hires. Volunteers are not federal employees, except for purposes of workers’ compensation (chapter 81 of title 5) and certain tort claims (sections 2671–2680 of title 28). The Director can give research fellowships and other help, including direct stipends, to U.S. college students who show promise and to U.S. citizens doing Institute research. Selection must be based on ability and how the work fits the Institute’s mission. The Director may also provide temporary housing and travel to and from Institute facilities. Outreach work can include programs for undergraduates, graduates, postdocs, and employees; summer STEM workshops for K–12 teachers; graduate internships and visiting faculty programs; tracking publications and presentations as performance measures; lab tours and talks; and building collaborations and recruiting with HBCUs, TCUs, MSIs, community colleges, and nontraditional training groups to increase participation of people historically underrepresented in STEM.
