Title 15 › CHAPTER 7 — NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY › § 278k–2
Creates a pilot expansion awards program inside the Hollings Manufacturing Extension Partnership if money is available. Only Centers, or groups of Centers, can get awards. The Director sets the award size: a base amount, extra based on how much manufacturing is in the region, and any other supplements the Director approves. Awards can pay for worker education and training, help with supply chain resilience, support cybersecurity for small manufacturers, expand advanced technology services (like demo labs, training, and partnerships with national labs and colleges), and work to assess and bring manufacturing back to the U.S. The Director may reimburse Centers for costs and will set how to apply. Awards are reviewed on merit and aim for wide geographic reach. Selection focuses on boosting regional industry competitiveness, creating jobs or training, turning research into products, recruiting a diverse workforce, or other goals that match the MEP mission. Recipients do not have to provide matching funds. The Director may consider global market impact and must align award length with a Center’s cooperative agreement. By October 1, 2025, the Director must report to Congress on what was funded, the results, which activities could be kept or moved into other MEP programs, and whether the pilot should continue.
