Title 15 › Chapter 56— NATIONAL CLIMATE PROGRAM › § 2904
The President must create and run a National Climate Program. The President must write 5-year plans for the program, spell out what federal officers, departments, and agencies will do (including Agriculture, Commerce, Defense, Energy, Interior, State, Transportation; EPA; NASA; Council on Environmental Quality; NSF; and OSTP), and make sure the parts work together. The Secretary of Commerce must set up a National Climate Program Office within 30 days after September 17, 1978. That Office will lead and run the program, have a Director who speaks for the Climate Program Policy Board, staff the Board, review and report on agency budget requests, help with international work, and work with the National Academy of Sciences and others to make and carry out the 5-year plan. The Office can give grants or contracts if needed work is not being done by other federal agencies. All federal agencies in the program must cooperate. The program must do several things: assess how climate affects the environment, farming, energy, land and water, transport, health, and security; do basic and applied climate research; improve monthly-to-long-term forecasts; collect and share global climate data; set up systems to manage and distribute climate information; boost international cooperation; support intergovernmental and regional climate studies and services (including possible annual state grants); run experimental climate forecast centers that test and evaluate forecasts; and produce a preliminary 5-year plan within 180 days after September 17, 1978 and a final plan within 1 year (each plan covers the next 5 years and must be updated at least once every four years). Agencies must submit annual budget requests for the program to OMB and send a copy to the National Climate Program Office; OMB will review them together as one multiagency request.
