Each year the Committee must give guidance to agencies on how to prepare budget requests for the Program. Agencies doing global change research must include with their annual request to the President under section 1108 of title 31 a report that lists each research element, says whether it helps the Program directly or indirectly, and states the amount requested for each element. They must send that report to the Committee at the same time. The President must let the Committee review and comment on agencies’ budget estimates for the Plan and must mark which items in the annual budget sent to Congress under section 1105 of title 31 are part of the Program.
